The national picture
The Social Housing Regulation Act 2023 ensures residents of social housing are safe, listened to, live in good quality homes and have access to help when needed.
The Act introduced a proactive role for the Regulator to make sure that registered social housing providers comply with its ‘Consumer Standards’. These came into effect in April 2024 and apply to all social landlords:
- Safety and Quality Standard
- Transparency, Influence and Accountability Standard
- Neighbourhood and Community Standard
- Tenancy Standard
- Competence and Conduct Standard (from October 2026)
The Regulator checks that landlords are complying with these standards through an inspection programme. Our Housing and Property Service has not yet been inspected, however we expect to be within the next two years.
We have committed to our tenants and the council’s Cabinet that we will carry out an annual self-assessment of what we do and what we have achieved that year, against the Consumer Standards.
After our second self-assessment, carried out in early 2026, we are pleased with our progress overall and have seen improvements with tenant satisfaction across the majority of measures. The self-assessment continues to demonstrate the hard work of our teams to provide quality homes and good services to our tenants and we believe that the self-assessment provides assurance that we are compliant with the Consumer Standards. The assessment includes an Action Plan identifying areas that we will continue to focus on in 2026-27.
The self-assessment is published on our website, has been discussed at our Landlord Panel (see page 21) and Cabinet; and forms the basis of an action plan to address any areas of improvement we have identified.
