Communities and Neighbourhoods

We know how important it is to our tenants that neighbourhoods are clean, safe and secure. 

Environmental and neighbourhood issues were highlighted as part of the council’s Big Community Conversation survey in summer 2025, our annual tenants’ event, the Tenant Satisfaction Measures survey and at tenant drop-ins. Considering feedback from all of those, we developed a new Neighbourhood and Community Promise, and an updated Environmental Crime and Anti-Social Behaviour Policy. 

We shared these with tenants on our Estates and Communities Panel, Landlord Panel and Leaseholder Panel in the autumn (see page 21), using their comments to refine the wording before they went out for wider public consultation in the winter. Thank you to everyone who shared their views, your feedback has made sure these documents reflect our tenants’ priorities.

Neighbourhood and Community Promise 

Our Promise sets out how we will work together with our tenants, residents, partners and other organisations to help make our neighbourhoods clean, green, safe and great places to live. By working with local people and groups, we aim to build healthier, fairer neighbourhoods with a better quality of life. You can read it on our website or call 0191 643 2828 for a paper copy.

Environmental Crime and Anti-social Behaviour Policy

Anti-social behaviour (ASB) and environmental crime such as flytipping, litter, dog fouling and graffiti, impacts residents and our communities. It affects quality of life and contributes to perceptions and fear of crime. Our updated Policy highlights our responsibility to maintain a clean and safe environment for all, while recognising that this cannot be achieved without the support of the local community and the need for people to take personal responsibility for their actions. The Policy will go to the council’s Cabinet in May 2026 for formal approval and will then be published. 

During 2025-26 we have also:

  • Carried out 1,428 tenancy home visits to help us get to know our tenants better, discuss any issues and see if any support is needed for the household
  • Carried out 82 estate walkabouts, to identify and resolve local issues
  • Carried out 100% of our planned communal block inspections, checking that shared areas are safe and in good condition
  • Updated our Good Neighbour Guide leaflet, incorporating suggestions from our Estates and Communities Panel
  • Discussed social housing stigma with our tenant panels and what action we can take together to challenge negative stereotypes
