Roles and responsibilities
To support the aims of this Policy, it is essential that all relevant stakeholders understand their roles and responsibilities with respect to Housing and Property Services compliance at North Tyneside Council. This document sets out the required behaviours, duties, roles and responsibilities of all stakeholders. These roles and responsibilities will be defined as necessary within job descriptions to ensure that health, safety and wellbeing is adequately resourced.

Overall accountability for Housing and Property Services compliance performance. Responsible for the safety, compliance, maintenance, and strategic management of the authorities housing property portfolio. They act as the accountable “duty holder” under building‑safety regulations and is required to formally appoint key stakeholders |

|
Is the appointed Deputy Duty Holder and supports and deputises for the authorities primary Duty Holder, ensuring that buildings are safe, compliant, and properly managed. They oversee property compliance systems, maintenance, asset management, and ensure that the organisation meets its legal obligations under the Building Safety Act 2022 and Building Regulations (Duty holder) regime. |
| Service Delivery Manager – Asset & Investment (Responsible Person) |
Is the appointed Responsible Person responsible for Fire Safety, passenger lift safety across the domestic housing portfolio, Asbestos Management, Water Hygiene and Stock Condition surveys. Is the senior operational leader responsible for strategic planning, investment, and operational delivery of a council’s housing assets—ensuring homes are safe, compliant, well‑maintained, and financially sustainable. The role blends strategic asset planning, capital programme delivery, compliance oversight, and leadership of specialist teams. |
| Service Delivery Manager – Public Buildings & Design. (Responsible Person) |
Is the appointed Responsible Person responsible for electrical safety. Is the person responsible for ensuring the Council carries out an EICR to every domestic property on a 5-year cycle. Is the person responsible for communal fixed wire electrical testing. Is the person responsible for communal emergency lighting & smoke alarm testing, ensuring all remedial works are completed in a timely manner |

Service Delivery Manager – Responsive Repairs (Responsible Person)

Is the appointed Responsible Person responsible for Gas Safety, water safety and individual lift safety across the domestic housing portfolio (Hoists etc) and is the senior operational leader responsible for ensuring that day‑to‑day repair services across housing stock are delivered safely, efficiently, and in full compliance with statutory requirements. |

| Housing Asset Manager |
Responsible for the delivery of communal Fire Risk Assessments, ensuring remedial actions are completed in a timely manner. Responsible for Asbestos compliance across the Councils housing stock. The person responsible for making sure a housing organisation’s properties remain safe, financially sustainable, and fit for the future.

A Housing Council Asbestos Co‑ordinator manages asbestos compliance across a council’s housing stock-coordinating surveys, removals, record‑keeping, and ensuring legal compliance to protect tenants, staff, and contractors. They report to the council’s Asbestos Responsible Person and are central to the Asbestos Management System.

Ensures that the local authority meets all legal, regulatory, and policy requirements through overview and scrutiny for housing and Property Services compliance. It’s a role that blends governance, risk management, resident safety, and organisational accountability. Acts as the Council Housing and Property Services compliance expert providing advice and guidance to the Duty Holders and Responsible Persons |

Lead Health & Safety Partner
|
A Lead Health and Safety Partner in a council act as the senior advisor and strategic lead for all matters relating to health, safety, and wellbeing across the organisation. They combine technical expertise with leadership, influencing, and partnership working |

Internal Auditor
|
The Authority's internal audit service provide independent assurance on the efficiency and effectiveness of governance, risk management and internal controls, including compliance with legislation and regulator standards, when undertaking activity. Internal audit reports make recommendations where there are formal mechanisms in place to review and monitor the implementation of these recommendations.

Think of it as the person who makes sure the entire housing operation is fair, efficient, safe, and financially sustainable. The person responsible for non technical activities associated with compliance where applicable, such as fire alarm testing and evacuation planning. |

Service Manger- Housing- Neighbourhood
|
Leads neighbourhood‑based housing services, oversees tenancy and estate management, ensures regulatory compliance, and drives service improvement. They manage teams, budgets, and partnerships to maintain safe, well‑managed communities and support wider organisational housing objectives. |

Service Manager- North Tyneside Living
|
Leads the North Tyneside Living Service Providing strategic oversight of Independent Living and extra care housing services for older people, ensuring safe, compliant, and high-quality housing management. The role includes oversight of tenancy management, tenant engagement, safeguarding, and non-technical compliance within schemes alongside driving service improvement. Also acts as the Asbestos Duty Holder for the PFI contract, ensuring appropriate compliance and assurance arrangements are in place.
