Aims and objectives

The policy sets out our approach to compliance requirements and demonstrates our commitment to refining and improving this.

The Director of Housing and Property Services (Duty Holder) has overall responsibility for ensuring there is an effective trained and competent management structure and system for delivering and maintaining this policy.

The Council accepts its responsibilities as a Social Landlord and as a landlord of non‑operational buildings, taking all reasonable steps to ensure the health and safety of tenants and leaseholders

We will:

  • Maintain safe homes – ensuring all our properties (including associated communal areas) comply with statutory safety requirements for gas, electrical, fire, water, lifts, asbestos, building safety regulations, and the wider standard set by the Regulator for Social Housing (RSH).
  • Work in accordance with the council values: We Listen, We Care, We are Ambitious and We Are Good Value for Money.
  • Achieve Continuous Improvement Regularly review compliance processes and policies to improve service delivery and respond to changes in legislation or regulatory guidance.
  • Monitor and Report: through the implementation of robust systems for monitoring compliance activities and reporting on performance, risks, and remedial actions.
  • Deliver Resident Engagement: To keep residents informed about safety measures, compliance activities, and their rights and responsibilities.
  • Have a “trained and competent management structure” and “invest in competence” to deliver compliance safely and effectively

We recognise that effective compliance management is fundamental to protecting and ensuring that our residents, employees, contractors, and members of the public remain safe. We will, therefore:

  • Maintain robust systems to monitor compliance across all statutory and regulatory areas.
  • Undertake regular inspections, testing and certification in accordance with legal requirements.
  • Ensure timely remedial action where non-compliance or risk is identified.
  • Maintain accurate records and performance data to demonstrate compliance.
  • Provide clear governance and oversight arrangements.
  • Provide tenants and leaseholders with timely and clear information about safety standards, access requirements, and their rights and responsibilities.
  • This Policy supports the Council’s wider strategic objectives to provide safe, sustainable and high-quality housing, and to deliver services that are customer-focused, accountable, and compliant with national regulatory standards
