Strategic context

The Authority’s strategic approach to housing and development is shaped by the wider vision for North Tyneside and the needs of local communities. This section outlines the policy framework, plans and priorities that help shape the Tenancy Strategy. 

In accordance with the Authority’s Constitution and Budget and Policy Framework Procedure Rules, at full Council on 27 November the new Council Plan for the period 2025-2029 was approved. The new Council Plan will be based on the following five ambitions –

1. Better lives for all - a healthier, fairer and better quality of life, where everyone can thrive 

2. Best start in life – giving our children and young people what they need to achieve their full potential 

3. Places to be proud of – building neighbourhoods and town centres that are clean, green and safe and make North Tyneside a great place to live 

4. Good work for all and economic growth – helping create more good quality jobs and strong economic growth 

5. Housing and neighbourhoods that enhance lives – delivering more affordable and social housing and creating neighbourhoods we’re proud to call home.

This strategy links to ambition five.

Housing Strategy ‘Building a better North Tyneside’ 2023‑28 

The Housing Strategy sets out the Authority’s overarching vision and priorities for housing across the borough.  It provides a strategic framework for addressing local housing needs, service delivery and partnership working.  The Tenancy Strategy supports the themes in the Housing Strategy:

  • Deliver affordable homes and support regeneration plans
  • Prevent homelessness and improve specialist housing offer
  • Improve the private rented sector and tackle derelict properties
  • Lead the way – greener homes toward carbon net‑zero by 2030
  • Support tenants and residents and improve communities

Local Plan 

The current adopted North Tyneside Local Plan represents the Authority’s approach to shaping future sustainable development in the Borough. It covers both strategic land allocations and wider development management policies that are important when deciding planning applications.  The Local Plan covers a range of matters including the number of new homes that are needed and where they should be located.

Local Housing Market Overview

North Tyneside is a growing area where residents choose to live, raise families and stay into retirement. Overall, the size of each household is shrinking. This means more residents live in smaller households further increasing the need for new homes.

North Tyneside’s local housing need based on the standard methodology is 989 new dwellings per year.  The Authority expects to adopt a new Local Plan in early 2028.  It is anticipated that 17,802 homes must be planned for between 2025 and 2042. 

In total there is a current shortfall in housing supply between 2025 and 2042 of around 15,500. homes

Private Sector Housing Plan 2024-2028 

The Private Sector Housing Plan outlines the Authority's priorities for improving private sector homes and supporting residents across the Borough.  It contains a number of themes and builds on the priorities in the Housing Strategy.

The themes are

  • Enable Safe Independent Living
  • A Greener North Tyneside – Improved Energy Efficiency in Private Sector Homes
