Exceptional Hardship Fund and Equalities

  • This Exceptional Hardship Fund meets the Authority's obligations under the Equality Act 2010.
  • It ensures that a level of protection and support is available to those applicants most in need including those with protected characteristics.
  • It is intended to help in cases of exceptional hardship circumstances or exceptional financial hardship that impact on the ability of the claimant to meet the claimant’s council tax liability.
  • It will not be paid where the lifestyle choices of the claimant are what has caused their inability to meet their Council Tax liability.
  • Whilst the definition of ‘exceptional hardship’ is not defined by this policy, it is accepted that changes to the level of support generally will cause financial difficulty, but where paying the increased liability may cause exceptional hardship that deprives the claimant of their basic needs, a payment may be made.
