Former North Tyneside Elected Mayor, Dame Norma Redfearn DBE, has been awarded the Freedom of the Borough at a special ceremony last week, recognising her exceptional service and lasting contribution to the community.

The Freedom of the Borough is the highest civic honour bestowed by North Tyneside Council. Dame Norma Redfearn was nominated by the current Elected Mayor, Karen Clark, supported by five Elected Members, and the nomination was agreed by full Council.

Dame Norma Redfearn served as Elected Mayor for 12 years (2013–2025), becoming one of the Authority’s longest serving leaders. During her tenure she oversaw major regeneration projects across the Borough, including substantial investment in Whitley Bay and the landmark restoration and reopening of Spanish City.

She also played a key role in regional devolution, helping to shape the establishment of the North East Combined Authority and the creation of a North East Mayor, ensuring the region had a stronger voice and greater opportunities for future growth.

Elected Mayor Karen Clark said: “It is with great pride that we recognise Dame Norma Redfearn with the Freedom of North Tyneside. Over 12 years, her leadership brought transformative change to the Borough.

“She stabilised the council through some of the most challenging financial periods in recent history, protecting essential services and securing thousands of jobs and new businesses.

“Dame Norma Redfearn’s work was remarkable. Under her leadership, services were transformed and celebrated nationally for their excellence. She also championed award-winning regeneration schemes, revitalising key areas and improving residents’ quality of life.

“Her commitment to safeguarding valued local assets meant that, while other areas saw widespread closures, North Tyneside retained its libraries, leisure centres and parks. The Borough’s parks and beaches went on to receive prestigious Green and Blue Flag awards.

“Dame Norma Redfearn’s tireless efforts have left an enduring legacy of progress, prosperity and pride. She truly made North Tyneside a great place to live, work and visit.”

Born in Wallsend, Dame Norma Redfearn has dedicated much of her life to serving the people of North Tyneside. Before becoming Elected Mayor, she taught for more than 30 years, ultimately becoming head teacher of West Walker Primary School. 

She was first elected as a Councillor for Riverside Ward in 2004 and joined Cabinet the following year, where she championed borough-wide breakfast clubs to support families and improve access to education.

Elected Mayor in 2013 and re-elected for three consecutive terms, Dame Norma Redfearn stepped down in 2025 after nearly two decades of public service.

The ceremony celebrated her outstanding achievements and her lasting contribution to public life in North Tyneside.
