Proposed Streetworks Fees and Licences for 2026/2027
We have undertaken a comprehensive review of the fees and charges associated with highway occupation and related activities. This review makes sure charges reflect the actual cost of delivering statutory functions and are similar to best practice across the region. The proposed changes will take effect from 1 April 2026, subject to consultation.
Purpose of the Consultation
The purpose of this consultation is
- to inform stakeholders about the proposed changes to highway licence fees and charges
- to gather feedback before implementation.
These changes are designed to
- ensure fair cost recovery
- support sustainable service delivery
- align with regional best practice.

Skip Licence Applicants
Proposed Changes:
- Current fee: £15.00
- Proposed fee: £25.00
- Retrospective fee for unauthorised skip: £100.00
These changes aim to:
- Support sustainable delivery of statutory functions.
- Achieve fair and transparent cost recovery.
Scaffolding, MEWPs, and Hoarding Applicants
Proposed Changes:
- Current fee: £35.00
- Proposed fee: £85.00
- Less than 5 days’ notice current fee: £50.00
- Less than 5 days’ notice proposed fee: £100.00
These changes aim to:
- Support sustainable delivery of statutory functions.
- Achieve fair and transparent cost recovery.
Section 50 Applicants
Proposed Changes:
- New apparatus current fee: £600.00
- New apparatus proposed: £620.00
- Maintain existing apparatus/trial holes current fee: £350.00
- Maintain existing apparatus/trial homes proposed fee: £360.00
These changes aim to:
- Support sustainable delivery of statutory functions.
- Achieve fair and transparent cost recovery.
Traffic Regulation Order (TTRO) Applicants
Proposed Changes:
- Temporary TTRO current fee: £1,350.00
- Temporary TTRO proposed fee: £2,000.00
- Emergency TTRO current fee: £750.00
- Emergency TTRO proposed fee: £950.00
These changes aim to:
- Support sustainable delivery of statutory functions.
- Achieve fair and transparent cost recovery.
