Rates for commissioned care services

Adult Social Care 2026/27

This document sets out the rates for 2026/27 to be paid for commissioned adult social care services.  The amounts detailed in the document under each section are subject to annual review.

NHS funded arrangements

The Integrated Care Board (North Tyneside placements) has agreed the rates as set out in this document for:

  • Continuing healthcare placements and packages of care, where the ICB is lead commissioning these services.  At present the Local Authority is making payments for these services on behalf of the ICB.

Where LA is lead commissioning, the rates as set out will be applied:

  • S117 funded placements and packages of care, where these are joint funded by the Local Authority and the ICB, where the Local Authority is case managing, lead commissioning and making payments in full.
  • Shared funding packages of care, where these are joint funded by the Local Authority and the ICB, where the Local Authority is case managing, lead commissioning and making payments in full.

The FNC rate will be paid, where applicable for agreed nursing placements, as determined by and on behalf of the North Tyneside ICB.  The rate for FNC nationally for FNC is 5.4% for 2026/2027.  (* The FNC rate is set nationally each year by the Department of Health and Social Care (DHSC) through updates to the standing rules, based on the assessed costs of providing nursing care. NHS-funded nursing care practice guidance - GOV.UK)

CHC fees are negotiated and agreed locally with North Tyneside ICB, there is a top up cost to be added to the standard fees. This is set out above.

1:1 rates in care homes – levels based on assessed need, variable values in place across care homes.

Older People Day Service Framework, Learning Disability / Mental Health Day Services

Variable rates are in place for each day service provider and venue.

Rates in place cover transport with the day service and different levels of attendance, i.e. 1 hour, 3 hours (half day) or 6 hours (full day).

Also, providers can deliver outreach service into the community.

Additional costs at some day services for meal / lunch.

For the 2026/27 financial year, all Day Service provision will receive a 4.04% uplift. This applies to:

  • Older People’s Day Services
  • Learning Disability Day Services
  • Mental Health Day Services
  • Outreach provision linked to day opportunities
  • Transport elements attached to day service delivery

Other adult social care commissioned services

Advocacy Contracts for 2026/27

All commissioned Advocacy Services—including statutory advocacy, non‑statutory advocacy, and specialist advocacy provision—will receive a 3.8% uplift for 2026/27.

Supported Housing (Under 25s and Over 25s) for 2026/27

For the 2026/27 financial year, the Council proposes a 3.8% uplift across all Supported Housing contracts, including:

  • Under 25s Supported Housing
  • Over 25s Supported Housing

This uplift supports the continued delivery of safe, stable and sustainable accommodation‑based support, recognising increases in staffing, regulatory and operational costs.
