1. Please can I have a full list of all current Hackney Carriages and Private Hire Vehicles licenced by the Council. For each vehicle, please provide the following information:
s the vehicle a Hackney Carriage or a Private Hire vehicle;
It’s Hackney Carriage or Private Hire number;
Registration number;
Date first registered with the DVLA;
Make and model e.g. Vauxhall Vivaro, Skoda Octavia;
Whether the vehicle is designated as wheelchair accessible;
Name of current proprietor(s); and
Name of the operator the vehicle usually works for.
2. Can you also provide me a full list of current Private Hire Operators licenced by the Council. Please provide the following information for each operator:
Name of licence holder(s);
Trading name;
Business Address;
Best contact business telephone number used to book a taxi;
Approximate number of vehicles licenced;
Date the licence commenced and date it will end; and
Operator Licence Number (if applicable)
Response:
1. Please find attached a list of all currently licensed Hackney Carriages and Private Hire Vehicles with the following information:
i. Hackney Carriage plate numbers 1-199 and private hire vehicle plate numbers from 200 upwards
ii. Vehicle make and model
iii. Name of current proprietor (Hackney Carriage Only)
iv. Name of last known operator for private hire vehicle’s only
v. Wheelchair accessibility
Proprietor details have not been included for private hire vehicle licences as these are not a matter for public record.
The date first registered with the DVLA is not held in an extractable format. Each individual record would need to be accessed to provide this information. Therefore, this part of the request is refused under s12 (1) Freedom of Information Act 2000, since the cost of complying would exceed the appropriate limit set out in the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004. In assessing the cost of complying, the costs attributable to officer time involved in complying have been considered. Such costs are limited to £450.00 under the Regulations, which equates to eighteen hours of officer time.
Vehicle Registration Numbers are not being supplied after applying section 40(2) of the Freedom of Information Act (personal data) following the ICO decision on the 8 March 2019. 2. Please find attached a current list of all licensed private hire operators.
The Authority does not hold information on the number of vehicles each operator licences.
Where no address is provided, this is because the licence is registered to an individual’s home address, which is deemed to be personal data. This information is therefore withheld under Section 40(2) of the Act. Information is exempt from disclosure if it is the personal data of an individual other than the requester and where the disclosure of that personal data would be in breach of any of the data protection principles.
The best contact business telephone number used to book a taxi is not required as part of the licence application process, therefore this information is not held.
