Schedule of Fees and Charges for 2026/2027

Tyne Port Health Authority

The Tyne Port Health Authority has set the following charging scheme with effect from the 1 April 2026.

Fees are calculated on a cost recovery basis and take account of national guidance. Where the cost of sampling and analysis is known this has been shown below, however, for many products the cost of the sample varies depending on size and the nature of the analysis.

Ship Inspection Charges – for Ship Sanitation Control Certificates

The Tyne Port Health Authority will adopt the table of charges set by the Association of Port Health Authorities for Ship Sanitation Control Certificates and Ship Sanitation Control Exemption Certificate. The charges for 2026/2027 are in line with the APHA revised fees. The charges are set out below

The table of charges does not include any additional costs that may be applied, such as sampling and laboratory analysis fees, or charges for officers attending vessels at weekends or outside normal office hours.

Water Sampling

There is no charge for water samples taken as part of official controls including ship sanitation inspection or as part of routine water quality monitoring.

Water sampling carried out on request will be subject to the following charges.

Minimum charge for officer time is £85.00 per vessel with additional time charged at £42.50 per hour per officer time* plus charge for analyst fees /courier costs where applicable**

 

*includes travel time to and from courier dispatch point.

**analyst fees are not always incurred and will vary depending on type of analysis requested.

Official Controls at Port of Tyne Terminal Border Control Post 

Tyne Port Health Authority support the Border Control Post (BCP) located on the south bank of the River Tyne at the Port of Tyne Terminal. The BCP carries out official controls on plastic kitchenware and high risk food not of animal origin. (HRFNAO).

Plastic Kitchenware

The following charges will apply to consignments subject to official controls, that is, imports of polyamide and melamine kitchenware falling within CN code 3924 10 00 originating or consigned from China or Hong Kong.

Charges for Official Controls on Ambient Food Not of Animal Origin of Emerging and Known Risk (HRFNAO) at   Port of Tyne Container Terminal BCP  

The following charges will apply to consignments of HRFNAO imported food subject to an enhanced level of official controls. 

The determination of charges will be reviewed on a regular basis in line with the retained official control regulations (EU) 2017/625, and government guidance.  Sampling frequency is dependent on level of risk assigned to product which is set out in the Retained Commission Delegated Reg (EU) 2019/1793 at date of Brexit and any government guidance. 

All HRFNAO are required to have 100% documentary checks of the CHED-D certificates.

Minimum charge £318 for up to 4 hours, plus additional hourly rate of £79.50 per additional hour Monday to Friday only 07:00 to 19:00 hours.

Weekend by prearranged agreement at minimum 4 hour charge of £358 plus hourly rate of £79.50 per hour plus PHO cost £38.50 an hour.

Minimum charge £372 for up to 3 hours, plus additional hourly rate of £82.50 per additional hour Monday to Friday for OV plus 42.50 for PHO only 07:00 to 19:00 hours 

Weekend by prearranged agreement at minimum 3 hour charge of £472 plus hourly rate of £92.50 per hour plus PHO cost £52.50 an hour.

Organic Certificates

Charges for certification of organic food imports under the provisions of Council Regulation (EC) No 834/2007 are set by DEFRA and are currently set at a flat rate of £45 per certificate.

Catch Certificates

Catch certificates are subject to a charge of £40.00 up to 5 catch certificates after which £42.50 will be charged for each additional catch certificate.
