Local Development Framework
The Planning & Compulsory Purchase Act 2004 requires Local Authorities to prepare a Local Development Framework. This consists of a portfolio of planning policy documents. All of these documents will be made available on this site, both during the consultation phases and in their final form.

LDD2 Core Strategy
The Issues & Options Report represents the first stage in the preparation of a Core Strategy, which will set out the key elements of the planning framework for North Tyneside. This will guide the development of North Tyneside through to 2021. As a first step, the Issues and Options Report identifies a series of issues, including; economic prosperity, the future of the riverside area, tackling deprivation, recreation and open space, affordable housing and tourism.
A public consultation exercise was carried out on the Core Strategy Issues & Options Report for a six week period, which commenced on Friday 1st December 2006 and concluded on Monday 12th January 2007. Subsequently, a Consultation Responses Report was produced to highlight the main issues which consultee’s felt should be addressed. Work has now begun on the preparation of the Core Strategy Preferred Options Report. This will be the subject of a further public consultation exercise, commencing November 2007.
Town Centre Area Action Plans

The Council has made production of detailed Area Action Plans (AAPs) a priority for the Town Centres of North Shields, Wallsend and Whitley Bay as it replaces the Unitary Development Plan with a Local Development Framework. The Core Strategy as the lead plan within the LDF will, when it is complete, set the main goals and direction for these plans. The timetable for production, and relationships between LDF plans can be found in the Local Development Scheme.
What will the AAPs in North Tyneside do?
The initial focus for the Council is on production of AAPs for North Shields and Wallsend Town Centres, commencing in 2007 that will drive change in the Town Centres to 2021.
Key priorities for both include:
- Development of North Shields and Wallsend as centres for retail & commercial activity.
- Improvement of older housing areas and regeneration of riverside areas.
- Balancing new development & growth with environmental improvements and protection.
- Identification of site-specific proposals for development and conservation.

How can I get involved?
There are three key stages where people and organisations will be involved in drawing up the AAPs:
- exploring a range of Issues and Options to establish the direction for the plans;
- consultation on the Council’s Preferred Options for the area
- consultation on the final draft (to be submitted with responses to an independent Inspector for approval) (Submission Draft).
Details of how you can participate in these key stages will be posted on this website, and advertised in local media and widely around the areas involved prior to each stage.
The council is carrying out work to prepare for consultation on the Issues and Options stage for both the Wallsend and North Shields documents. If however you already have views on issues related to the AAPs that you would like to tell us about you may contact the Planning Policy Team.
North Shields and Wallsend Sustainability Appraisal Scoping Report
A joint Sustainability Appraisal Scoping Report has been prepared for consultation, which sets out the scope and methodology of the statutory Sustainability Appraisal to be undertaken for both AAP’s. The Scoping Report also provides baseline data relevant for both AAP’s.

LDD6 Weetslade Development Brief SPD
The Weetslade Development Brief – Supplementary Planning Document (SPD) was adopted by North Tyneside Council on the 23rd March 2007. The Development Brief SPD provides guidance on the development of the Weetslade Employment Site in accordance with the policy framework established in the North Tyneside Unitary Development Plan. It covers a 46-hectare site, which is bounded by Sandy Lane to the south, the B1319 Great Lime Road to the east, the Weetslade Country Park to the north, and open countryside to the west.
The Development Brief SPD has been subject to Sustainability Appraisal (SA) during its preparation to assess the social, environmental and economic effects of the SPD and promote sustainable development through better integration of sustainability considerations.
The Development Brief SPD and accompanying SA have also been subject to a four-week statutory consultation period, from which twenty-four written responses were received. The Planning Authority has considered each consultation response and has amended the document where possible in order to deal with issues raised. Where it was not appropriate or possible to incorporate change to the Development Brief an explanatory statement was prepared. A ‘Statement of Consultation’ has been prepared which summarises the consultation process and the comments from each respondent together with the Council’s corresponding response.

LDD7 Fish Quay/ New Quay Conservation Area Management Strategy SPD
In 2006 a Character Statement was produced to detail the key elements that contribute to the special historic and architectural character of the area. The purpose of the Management Strategy is to build on the work in the Character Statement and setting out how the place should be preserved and enhanced into the future. The Management Strategy is topic based to guide the next 5-10 years of development, regeneration and management.

LDD9 Local List of Buildings
North Tyneside Council has prepared a Draft List of Buildings and Parks of Special Local Architectural and Historic Interest Supplementary Planning Document (SPD).
The Local List SPD aims to provide stakeholders with an explanation of policies and objectives with regard to the List of Buildings and Parks of Special Local Architectural and Historic Interest (the Local List); to outline the process of establishing and maintaining the Local List; to provide information on the implications of Local List designation; to give guidance on works to Locally Listed buildings; and to ensure Locally Listed buildings are conserved through offering them a level of protection against undesirable alteration and/or irreplaceable loss.
As with other Local Development Documents, the SPD has to be subject to Sustainability Appraisal during its preparation to assess the social, environmental and economic effects of the SPD and promote sustainable development through better integration of sustainability considerations.
