Monitoring progress

The government requires all Local Strategic Partnerships to put in place a 'Performance Management Framework' (PMF) to set priorities and take actions to implement their Community Strategy.

This is designed to:

  • Measure our performance in making improvements and taking action
  • Highlight priorities for improving services and conditions
  • Continually review and challenge what is done
  • Ensure NTSP takes into account the public's views and key social and economic indicators
  • Ensure resources are allocated appropriately
  • Align performance and planning of the different partner agencies involved
  • Assess the effectiveness of members working together as a partnership

NTSP will use this information to improve performance and enable collaboration between partners. Joint service delivery will be undertaken where possible, which will show the added value of working in partnership to improve services and conditions in North Tyneside.

Performance Indicators

Each of the Theme Partnerships (Health, Crime, Housing etc) that make up the NTSP consists of representatives from relevant groups and agencies in North Tyneside. Every theme has its own Action Plan, setting out its objectives and how it will go about achieving them. These Action Plans contain the work that will help us to deliver North Tyneside's Sustainable Community Strategy

We manage progress by attaching 'performance indicators' to any work being carried out. We then monitor information on these specific indicators during the year.

A 'traffic light' system has been developed to show if we are on target, with results for each performance indicator rated either:

  • Green- targets have been achieved or exceeded
  • Amber- doing better, with scope for further improvement
  • Red- performance has been poor

After assessment by the government in 2006, NTSP overall received a 'green/amber' rating.

Reporting to Government

NTSP is required to submit information to Government Office North East (GONE) regarding:

  • What we have chosen as performance indicators and how we use the information
  • Details of our progress so far in meeting local and national targets
  • How we are working in partnership with others and any improvements we intend to make

The PMF is validated by the Audit Commission, which collects information from across the Partnership and interviews a number of representatives. Their report is sent to the Partnership for our comments, then any amendments are made and the final report forwarded to GONE.

NTSP also provides information on Neighbourhood Renewal Funding. This covers the level of spend against allocation and whether Neighbourhood Renewal Funding has been targeted at activities agreed by the Partnership and has had an impact. NRF expenditure must be reported quarterly to GONE.

GONE use all the information mentioned above to recognise successes, identify good practice and discuss areas requiring improvement at an Annual Review Meeting in July. NTSP agrees with them which additional steps are needed to improve performance. Based on this assessment, GONE provide a traffic light assessment to the Neighbourhood Renewal Unit for internal use- this gives a baseline from which improvement can be measured, problems identified and support given.
