Independent investigation

At a meeting of the Council in June 2007, Elected Mayor John Harrison requested the Chief Executive to set up an independent investigation into two specific contracts which had been agreed prior to his election as Mayor. These contracts related to the supply of UPVC windows (2001) and the Construction Partnering Agreement (2003). Both these contracts are now ended.

An external organisation, Helm Corporation, was appointed to perform the independent investigation and this has now been completed. The report and the action plan , setting out how the council will move from good practice to excellence in its procurement operations is published below.
