Electoral Services is the department responsible for compiling the Register of Electors and organising the conduct of all elections within North Tyneside.

Register of Electors

The Register of Electors is a list of all people in the North Tyneside area who are registered to vote. Your name must appear on this list if you wish to vote at any election in the year that the register is published.

The register is also used by other organisations such as banks and credit companies to check your name and address details when applying for credit cards, loans, mortgages and most other financial products. Your credit rating will be severely affected if you do not appear on the Register of Electors.

Registering to vote

You are not automatically included on the register even if the council know your name and address for other purposes, for example, paying your council tax bill.

Every autumn a new register is compiled by Electoral Services and they will send you a registration form to complete – this is known as the annual canvass. It is a legal requirement that the annual canvass forms are returned and it is important that anyone who:

  • is 18 years old or will become 18 during the life of the register, and
  • is a British or Commonwealth citizen, a citizen of the Irish Republic or other European State, and
  • is not disqualified from registering.
  • is included on the form.

Moving house?

If you move address during the year you can fill in a rolling registration form.

This form will tell us that you have moved and we will remove your name from your old address (or contact your previous council and ask them to do this) and include it at your new address.

It is not a legal requirement to complete a rolling registration form but is a good idea as this will:

  • make sure that election materials such as poll cards and postal votes can be sent to the correct address
  • enable credit companies to keep your credit records up to date

The details provided on a rolling registration form will usually be included in the Register of Electors in the following month from which it is received.

A rolling registration form can be dowloaded by clicking on the link under Voting Forms. Please print this off, add your details then sign and return it to us via fax or post.

The Register of Electors is generally published on 1 December each year. This year that date is on a Saturday so the 2008 Register of Electors will be published on 3 December 2007 and remain in force until 30 November 2008. Two versions of the Register of Electors

There are two versions of the Register of Electors produced. The Full Register is a complete list of all names and addresses and is only used for specified purposes. These include electoral purposes, the prevention and detection of crime and checking your identity when you have applied for credit. It is a criminal offence to use it for any other reason or to pass any information from the Full Register on to anyone else.

The Edited Register can be bought by anyone and can be used for any purpose including commercial reasons. To ensure that your name is left off the edited register you must make sure that the relevant section of the registration form (either annual or rolling) is completed. It may be useful to have your name removed from the Edited Register if you do not want to receive any junk mail or unsolicited telephone calls.

Elections

There are four main types of elections that can be held within North Tyneside. These are European Parliamentary Elections, Parliamentary (or General) Elections, Local Government Elections and Mayoral Elections. Postal voting is available for all of these elections. If you would like to vote in this way then please contact Electoral Services who will send you out a form.

European Parliament Elections

For the purposes of electing Members of the European Parliament (MEP’s) the United Kingdom is divided into 12 regions. North Tyneside Council is part of the North East Region that stretches from Teesside to Northumberland. 3 MEP’s are elected to represent the residents of the North East Region in the European Parliament and the last election to elect them was held on 10 June 2004.

MEP’s are elected on a proportional basis from party lists. Anyone that is on the Electoral Register is eligible to vote in European Parliamentary Elections and the next one is scheduled to take place in June 2009.

Parliamentary (or General) Elections

North Tyneside Council is divided into 3 constituencies for the purposes of electing Members of Parliament (MP’s). 2 of these wards (North Tyneside and Tynemouth) are located entirely within the boundaries of North Tyneside and the Council is therefore responsible for holding elections for these constituencies. The other constituency (Newcastle East and Wallsend) is ‘shared’ with Newcastle City Council. North Tyneside Council makes arrangements for polling stations and election staff but Newcastle City Council conducts the count.

The Boundary Commission for England (who set council ward and parliamentary constituency boundaries) published final recommendations for the review of parliamentary boundaries in the Tyne and Wear region on 11 January 2006. These recommendations are for North Tyneside to consist of 2 constituencies only. The changes would involve Wallsend and Northumberland Wards being transferred from Newcastle East and Wallsend Constituency to the North Tyneside Constituency, and for Valley Ward to be transferred from the North Tyneside Constituency to the Tynemouth Constituency.

MP’s are elected by the traditional ‘first past the post’ system where the candidate with the most votes is elected. The maximum term for any government is five years but an election can be called earlier than that. This means that the next Parliamentary Election will take place not later than May 2010.

Local Government Elections

North Tyneside is divided into 20 wards with each ward is represented by 3 Councillors. Councillors are the people who make decisions about issues that affect the residents of North Tyneside. Councillors are elected ‘by thirds’ for a period of four years. This means that a third of the councillors get elected each year (one per ward), with the fourth year having no Local Government Elections.

The next local election is due to be held on 1 May 2008.

Mayoral Elections

North Tyneside has had an Elected Mayor since 2002 who provides political leadership to the Council. He/she is also responsible for proposing the Council’s budget and for the effective implementation of Council policy and delivering services. Elections to this post are held every 4 years and it is usual for the Mayoral Election to take place in the year when no Local Government Elections are taking place.

This is an important document that sets out the framework for the functions of the Council and how it operates.

Counting the votes at the mayoral elections uses a form of proportional representation known as the supplementary vote system. This allows for a first and a second choice vote. If no candidate has over 50% of first choice votes after the first count, then the top two go through to a second stage in the count whilst all other candidates are ‘eliminated’. In this second stage all second choice votes for the eliminated candidates are added to the two remaining candidates and a winner is then declared.

The next mayoral election is due to be held in 2009.
